Add ChroNotes Documentation on website

Is your feature request related to a problem? Please describe.
While it is helpful to have an external document outlining the Chronos file structure, there is a hefty README to already go through when spinning up the app. It can be difficult to navigate through the iteration log and other documentation that are not as pertinent to the app function.

Describe the solution you'd like
It would be great to have ChroNotes accessible and maintainable on the Chronos website. Adding a tab for the change log would also be helpful.

Describe alternatives you've considered
Providing an endpoint on the website to navigate to both ChroNotes and other external documentation.
