generate `x` package from `x` component template

Idea from #7361

Task

Since multiple components depend on the same x.go component, we hope that these existing components can be uniformly generated from templates for easier management and maintenance.

For certain features specific to each component, such as Observability, they can be extracted into features.go for separate maintenance.
