Detailed Description

When we use drop out, it would be good to fill in with a different value than 0

Context

• we currently fill with 0
• 0 means night time to model, so good to fill with different value
• Tried a model with complete drop on india soalr sites, but it didnt really work in production

Possible Implementation

• add drop_value in configuration and default to -1
• pass this configruation and fill the value when doing drop out
