Preselection of Keywords for Property dcat:keyword

The current guidance for the dcat:keyword property recommends using keywords from TERMDAT. However, it is unclear whether all keywords from all terminologies are appropriate. Currently, there are far too many keywords in TERMDAT, and some are duplicated across multiple terminology collections (e.g., "Wohnung").

Proposed Solution:
Create a preselection of suitable TERMDAT terminologies to provide a list of meaningful and relevant keywords. We aim to offer this predefined list to our data publishers to ensure consistency and clarity in keyword usage. Without such a list, the keyword selection process remains inconsistent and messy.

Second we also need to change the Range of dcat:keyword to make it possible to officially allow the use of Controlled Vocabularies. Discussed here: #244

Finally, preparations to use Termdat as CV are underway:
