Change of Range on dcat:keyword to allow the use of Controlled Vocabularies

Allow the use of URIs, instead only Literals to add Keywords to dcat:keyword.

Content:

• Explain the use of dcat:keyword and how to use Controlled Vocabularies in the Usage Note. (Work underway in https://github.com/opendata-swiss/eCH-0285-Use-of-controlled-vocabularies/blob/main/document/05_keywords.md)

• Change the Range to allow Literals and also CVs with either skos:Concept, or schema:DefinedTerm

• Alternatively drop the range all along, compare with reference bellow.
