Transfer ownership and management of all communications systems to Steering Council

The Open Data Cube community has a number of communication channels and platforms, which aren't necessarily directly managed by the Steering Council.

To complete this card, we should

• List all comms channels that we're aware of
• Contact Symbios as secretariat to understand what they manage
• Identify the person and email account each channel is currently associated with and managed by
• Implement a process/account that allows the steering council to manage these systems as a group rather than through individual members
• Transfer all comms channels to the new steering council process/account
• Document each comms channel and any information required for future steering council members

About read-the-docs: anyone can add content to it via the usual github PR means, but since this is a separate system from github it's not managed by github org, so we need to ensure that various read-the-docs sites that host documentation for different repos have some redundancy in terms of who has admin access to them.

Paul now has admin access to read the docs. Kirill to add Paul to Conda package for ODC.

Damien is now primary owner of slack. Still need to address who is an owner here, and how to update ownership.

The main thing we (Symbios) still manage is the email list, "ODC-STEERING-COUNCIL@LISTS.CEOS.ORG" ODC-STEERING-COUNCIL@lists.ceos.org. Other things I believe are co-managed/owned by others.
