Update Cluster Manager Task Throttling Documentation for 3.0 release

• We are enabling cluster manager task throttling by default as part of 3.0 release. PR - Enabled default throttling for all tasks submitted to cluster manager OpenSearch#17711
• The current documentation mentions that by default throttling is disabled for all task types. https://opensearch.org/docs/latest/tuning-your-cluster/cluster-manager-task-throttling/
• We need to update the documentation for 3.0 release as per the latest changes.

Version: List the OpenSearch version to which this issue applies, e.g. 2.14, 2.12--2.14, or all.
