feature request: `rename()` STDLIB function for `File` type

It should be possible to rename files within WDL. The signature would probably be File rename(File, String).

Would this produce a new File with the given string as its basename, but leave the original File unaffected?

I would hope this wouldn't require a full copy of the original File, but instead be something similar to a symlink if that is possible

Is there a use case you can highlight for this? Do you just want to rename the file as it is brought into a task?

My use case was wanting to ensure a user-provided file input to a workflow was following certain filename conventions. Specifically for the case that the user-provided File is fed into many called tasks. Without a rename() (or similar) STDLIB function, each of those called tasks would need to have duplicated logic for handling unexpected filenames. Another solution would be to write a task rename and use the output of that for all the downstream tasks, but that is an expensive operation for something that should be trivial.
