[DEPRECATION] Default planmodifier

After the support of defaulter in the terraform schema.
I will remove all Defaulter from planmodifier.

The question is whether it is necessary to port the default functions to a new repository (terraform-plugin-framework-default) ?

@azrod We personally do not use it in our project. For use case only it comes to my mind that it is possible to assign "default" before or after (unfortunately I do not know what the order of execution is on the terraform framework side - to check). However, if it is the same moment then there is no point in maintaining the code and the official feature is enough.

Having "extra" stuff like "default env var", etc... in the dedicated module that will extend https://github.com/hashicorp/terraform-plugin-framework/tree/main/resource/schema/stringdefault makes sense. After all, today the "default" from framework is different than "planmodifier".

My opinion is to made another lib for default in order to implement some extra logic.
