UASP2 client fails to reconnect to VAO after power cycle

Issue:

If a UASP2 client is initially connected to VAO and then power cycled, it fails to reconnect. The client can only reconnect after restarting VAO.

Steps to Reproduce:

1. Connect a UASP2 client to a VAO port and confirm the connection is established.
2. Power cycle the UASP2 client.
3. Observe that the UASP2 client cannot reconnect to the VAO port.

This essentially happens if the UASP2 client that was powered off does not close the connection. We currently allow only one connection at a time, and so the next client is unable to connect.

An alternative may be to forcibly drop the previous connection if a new connection comes in.
