This PR adds support for Docker-friendly containers in VAO.
The Dockerfile allows quickly launching VAO simulations using the prebuilt/precompiled Docker container so that one doesn't have to wait for downloading and precompiling all the Julia dependencies.
The Github workflow automatically build and publishes these Docker containers on the Github Container Registry, so that all the dependency fetching and precompilation is done once per release.
