A form of constant comparison propagation implemented

I am not sure what to call this but its a pass that can be run after SCCP.
Its goal is to detect code such as

if (i == 5)
{
  // no assignment to i inside the if 
  // therefore i is a constant inside this block
}
// i changes outside the if
