As an OEM user of Siemens products in China, I feel that some of Siemens' services are superior to those of Rockwell, so it occupies a large terminal market. However, it is an undeniable fact that China's Inovance products are gradually replacing Siemens products at present. It's quite a pity that SIMATIC AX can't be downloaded at all in China at present. Anyway, it's a strange policy for international products to enter the Chinese market. I didn't know that SIMATIC AX could be freely downloaded in China.

I believe he's basically saying this:

• Siemens has a relative big market share in China
• Siemens has superior products compared to Rockwell
• Local brands are eating Siemens' market share in China (for example SUPCON, but also many others, and some of them are preparing to launch an alternative to AX)
• AX is not freely available so it will loose out once these local alternatives will launch

(Yes it can be purchased through Siemens China, but there's a complex vetting process, and most Chinese companies are not used to SAAS subscriptions. Even if the engineering department gives the go-ahead it might still get blocked by the financial department that doesn't know how to handle it)

Unfortunately, this GitHub organization is not the actual product offering, but rather provides a space for everything regarding open-source content, which are community additions/extensions to the actual SIMATIC AX experience.

As stated on the GitHub front page:

Notice that the actual product toolchain of SIMATIC AX is not hosted within this community space.
Notice that in order to consume and deploy these contents, you need a valid SIMATIC AX subscription.

Please let these GitHub discussion threads address (possible/existing) community content only.

Keep in mind that SIMATIC AX is currently in a limited sales release and available in selected countries only. That being said, at the time of writing this, there is no publicly available "purchase/download" option whatsoever. If you are interested, please contact your regional SIEMENS representative in order to gain early access, if applicable.
Besides all the rumors out there ... how a broad release of SIMATIC AX will finally be framed (availability, accessibility, purchasing, pricing, etc.) remains to be seen when it gets close to its actual public release.
