Task request: deprecated construction and proposal tags

Many features are tagged using the deprecated construction=yes or proposed=yes tag and a primary tag that looks completely normal, like highway=secondary. Few renderers and routers recognize construction=yes or proposed=yes on its own, so this tagging style can cause them to lead users astray. Some examples (not exhaustive):

• 159 ways tagged highway≠proposed proposed=yes globally
• 756 ways and 2 relations tagged highway≠construction construction=yes just in the contiguous U.S. and northern Mexico; probably lots more globally

Generally, something like highway=residential construction=yes should be changed to highway=construction construction=residential. Likewise, highway=cycleway proposed=yes should become highway=proposed proposed=cycleway. However, this is also a good opportunity to double-check whether the construction has already completed, since many of these tags were added years ago.

also would be good if we could create osmlint validator and osmqua detector.

However, this is also a good opportunity to double-check whether the construction has already completed, since many of these tags were added years ago.

Per Project-OSRM/osrm-backend#4258 (comment), there are quite a few construction=widening tags in the U.S., and they all look several years old, also ripe for an update. Should that be a separate task?
