Create project brand assets usage guidelines

As OSS Review Toolkit (ORT) more people are building things on top or writing about the project with a variety of results - misspellings of the project as 'OS Review Toolkit', 'Open Source Review Toolkit' or 'OSR toolkit'. Propose we create some guidelines on usage of the project name, logo, etc. to provide clarity to our users similar to https://www.linuxfoundation.org/legal/trademark-usage.
