Start making releases for pajbot2

Similar to how they're done on pajbot1, would make it a bit easier to keep track of when I updated the bot last time and would allow watching the repo for releases only to get notified on a new stable and tell me to update instead of having to check for updates manually (which I usually forget and do only like once per 2 months or so).
