Cross-compilation

I know this makes all of our packages more complicated and breaks all of our general trends, but we need to do this so that we can have an ARM port work.

Before doing this, we should make a tool to manage compilers because cross-compilers are not available on alpine/panux

This seems pretty difficult. Instead, we will have some packages cross compile (compiler, binutils, etc.) and then remotely build for foreign architectures.
