add POW to mesh #408

Feature or improvement you want
Right now, Proof of Work is in the app to help prevent spam from geo-hashes over the internet. But I do not see a reason why people would not want to spam the local mesh in a large area, such as a conference or something like that.
I think it would be useful to have proof of work also over the mesh and not just over the internet connections
