Describe the bug

In the latest version 3.0.1, the settings for billing and upgrade, which were removed in version 2.1.5, are back. Even if the ENV variable DISABLE_SUBSCRIPTION=true is set.

Expected behavior

Billing and subscription functions should not be available in the self-hosted version.
