[BUG] Packagekit error on Fedora Atomic

On Fedora Silverblue with COSMIC desktop installed from [COPR](https://copr.fedorainfracloud.org/coprs/ryanabx/cosmic-epoch/) in some apps appears System installation option that causes error. This should be disabled.
