Include in readme Mullvad VPN location #195
Description
@RubyFri, can you include in the readme under section 4, the Mullvad VPN locations that we use for CA, CO, CT, and NJ?
Also, it would be good to explain that we are using the Wesleyan VPN for CT to make the data comparable, include a link how it can be installed per the Wesleyan page (https://wesleyanedu.service-now.com/sp?id=kb_article_view&sysparm_article=KB0011325), and since which crawl we are doing that.
