Replace custom version command

After puppetlabs-toy-chest/pct#352, it will be possible to remove the copied command from PRM and instead instantiate the command in main, as with build.

Acceptance Criteria

• cmd/version folder and files are removed
• The VersionCommand struct is instantiated in main and the command created from that struct
