Summary
When running the Convert plan on an older PE installation (e.g. 2021.x) with compilers using PEADM v 3.29.0 or later the Convert plan can fail when performing the Puppet run towards the end of the steps. The order in which the puppet runs are executed needed changed to run the primary after the other nodes.
