Update the libusb submodule to enable VS2022 builds

Hi,

it would be really great if you could update libusb to at least v1.0.27, as they updated their vcxproj files to work with Platform Toolset v143 (Visual Studio 2022).

Microsoft has since decided that the "free" VS2019 Community Edition is no longer free to download and since moved it behind a MSDN subscription paywall. There is no free way left to obtain a copy of the v142 Platform Toolset.

There's already libusb v 1.0.28 available, so I think it's not worth to create libusb-package 1.0.27 :)
