Add "required pyrevit version" to bundle file

to make sure all of the used features of the pyrevit lib are available a version check should be available

extension shouldnt fail to load at all, only inform the user, that some of the features may not work

i currently do this in the startup.py script

wasn't the json supposed to get dropped for a yaml? How would backward compatibility look like for that? Maybe this could also be checked via this?

Might make sense to do on a per tool basis as well? similar to the the min_revit_version/max_revit_version

This is something that should be implemented after @romangolev PR regarding the parser rewrite so that we do not spread too much our efforts.
