Revamp README (#2374)

## Major changes:
- Added performance highlights to the top
- Added Latest News and Quick Start section
- Moved Integrations to the top
- Added key features
- Updated overall messaging to match TorchAO paper
- Added more tags to look more official
- Condensed and hid some sections with too much detail
- General formatting fixes and visual improvements
