Support for h100 CI

I know we dont have the capacity to run h100 on every PR or commit.

Would it be possible to enable testing on an opt-in basis, potentially for a small subset of tests ?

Context: @mlazos is adding cutlass prs that only work with h100. We're landing them, but we have no signal. At some point we are going to make sure they're running with fbcode but ideally that is not the only way.
