Implement new controlled-SWAP qRAM

Recent work ([https://arxiv.org/abs/2007.04246](https://arxiv.org/abs/2007.04246)) gives a new proposal of qRAM in Fig 10 that can store not only |0>/|1> but full quantum states. It also has significant depth improvements. Let's look into implementing this!
