CODEOWNERS file contains errors & likely is out of date

The last edit on .github/CODEOWNERS was in mid-2024. Currently, the GitHub page for that file shows a message at the top, "This CODEOWNERS file contains errors".

We need to review & update the file.

In addition, we should review dev_tools/codeowners_test.py at the same time.

By visiting the profile of each erring username, I verified that all map to valid GitHub profiles. It would appear there is an issue with the visibility settings of @quantumlib/cirq-maintainers. This seems like a bug more suited for someone with more org admin privilege to take, as the fix would require changing org settings to make the team itself publicly visible.

@jkalsi1 Thank you for your interest. Unfortunately, I think the update will need to be done by someone in the Google team.

@pavoljuhas I'm going to assign the issue to you, just to avoid confusion about whether this issue is already taken. We can reassign it to someone if you prefer.
