Describe the issue

Python 3.13 is tested in a temporary NumPy-2 CI job, but not in default CI jobs. Update to 3.13 is blocked by cirq-rigetti.

TODO

(after removal of cirq-rigetti)

  • activate 3.13 in all multi-version CI tests
  • delete temporary CI test for NumPy-2 (verify np2 is used in default CI)
