Fixed with this

sudo chown -R pzserver:pzserver /etc/pzst/
sudo chmod -R 700 /etc/pzst/
sudo chmod +x /usr/local/bin/pzmaxmem
sudo chmod +x /etc/pzst/env/bin/python
