Add repo for usage samples

Add a repo `translatr-samples` that holds the following samples with CLI integration to example projects:

* Angular app with json translations (Transloco)
* Play framework app with play_messages translations
* Sprint boot app with java_properties translations
* PHP app with gettext translations
