docs: update legal compiler input

Description

The documentation describing "Legal compiler input" was outdated. This PR fixes it to describe what I believe is currently the case.

I ack that the existing verbiage isn't correct, but neither is the new change. If we're going to update it then we should make it correct, no? The definition for native gates is correct at docs.rigetti.com , although on reading it now it does not make it perfectly clear that the bullets below "must be native" define "native." The Q&A gets it: https://docs.rigetti.com/qcs/faq#whats-the-1q-2q-native-gate-set

further, quil-rs no longer tries to infer multiples of pi / 2 so even this definition is incorrect outside of quilc and qvm

This update is to compiler.rst and the PR title is "update legal compiler input" but the sentence itself describes QPU execution
