[BUG] Clicking on menu items sometimes falls through to the toolbox window

If you click on a menu item, sometimes the toolbox window sees those clicks. For example, sometimes the toolbox can get stuck to the mouse cursor and be moved around after clicking load. Or one of the toolbar items can be clicked.
