Replaced vcstools with vcs2l.

Pull Request Description

• Migrated all instances of vcstools to the maintained vcs2l.

• Currently, this depends on the leander-dsouza/vcstools-port branch for migration; upon merge, this specific branch dependency can be safely removed.

Description of how this change was tested

• Ran pytest locally to ensure all the tests pass:

  python3 -m pytest test
