This job was previously using the embedded publish-over-ssh credentials but we're trying to drop that plugin. So we need to provide the configured credentials via Jenkins ssh agent.

Replace the publish_over_ssh plugin with an sftp command.
This is still in draft because the necessary configuration is not part of the build file configuration. (The current setup is hard-coded to use the Jenkins publish-over-ssh global docs host.)
