Feature to allow Ignored Projects to be temporarily not ignored #6290

Justification
When a project is in the Ignore list, there is no easy/convenient way to not ignore the project temporarily for editing. An ignored project has to be removed from teh Ignore list to show up in RD for editing, and then the path must be re-entered to the Ignore list to restore its Ignored state. Thinking about personal add-ins and the Personal project that one might want to tweak occasionally.

Description
Have a checkbox or similar to allow the Ignored project to be "unchecked" (not ignored); then with a refresh of RD the project would be visible and subject to all the awesomeness that is RD. Once changes are complete a return to Settings/Ignored Projects and checking the Ignore checkbox would restore the Ignored state on a refresh of RD.
