Downloading some gem versions fails unexpectedly with a 403.

Steps to Reproduce

The following gems unexpectedly return a 403 when a download is attempted:

chef-api@0.1.0
- Web UI shows version https://rubygems.org/gems/chef-api/versions/0.1.0 but download fails https://rubygems.org/downloads/chef-api-0.1.0.gem
krypt-cmac@1.0.1
- Web UI shows version https://rubygems.org/gems/krypt-cmac/versions/1.0.1 but download fails https://rubygems.org/downloads/krypt-cmac-1.0.1.gem
dwradcliffe-test-gem-733.t@0.0.1
- Web UI shows version https://rubygems.org/gems/dwradcliffe-test-gem-733.t/versions/0.0.1 but download fails https://rubygems.org/downloads/dwradcliffe-test-gem-733.t-0.0.1.gem
rrx_dev@0.1.1
- Web UI shows version https://rubygems.org/gems/rrx_dev/versions/0.1.1 but download fails https://rubygems.org/downloads/rrx_dev-0.1.1.gem

Expected Behavior

The gem can be downloaded.

Current Behavior

The gem download fails with a 403.

Environment

Browser and its version: Chrome Version 135.0.7049.43

We should mark those 4 gems as deleted, since they have not been downloadable for a long time
