In my case the panel is configured without authentication. So, it can be used by people that are not logged in. |

Would be great if we can target each announcement to a panel as well such as announcement to panel A or panel B.etc |

The announcement plugin expects to announce to users.
In my case the panel is accessible to guests as well.
Would be great if the plugin can (only) announce to guests.
