[Bug]: Api services in clusters are not auto-discovered

What happened?

I have structure like this in my project:

and ProductApiService is not available in api.

It seems like Resources in clusters are not auto-discovered by the package.

How to reproduce the bug

1. Create cluster
2. Create resource in cluster
3. Prepare api service for resource in cluster
