Define the backend in settings.yml.

Currently we have a lot of configuration options defined in _settings.yml_, and it's expected to keep growing. This means that it's very likely that we'll need to modify it (or the user defined local alternative _local.yml_) to run some tests. So, I think it would be more consistent to also move the backend selection into the settings/local file.
