Image processing should be channel opt-in

It's more work for Fred's host to be processing any and all images that come across it. We need a new DB table for channel IDs where this is supposed to happen, and to not do it anywhere else.

Are we actually seeing performance problems or costs caused by processing too many images? I think it is better for Fred to be able to respond anywhere to still catch people posting things in weird places.

If we implement this, we need to consider Fred's behavior in other servers as well. Permissions should allow anyone with sufficient Discord perms on that server to add channel IDs to the list

That's the point. Fred is scanning any image anywhere. The issue isn't performance, it's privacy. And also he doesn't need to be scanning unrelated meme channels etc...
