Cannot browse folders in Picture Browser

It is unclear to me how to use the Image Browser. I could not find any docs on it, but I assumend it would allow me to select some path on my machine and browse through the images. I am unsure whether it is just my machine, OS, or if I am using it wrong... I tried launching as administrator, which did not help. The console complains about some missing icons, but that seems unrelated as it happens on Scribus startup, I think.

Any thoughts on what the culprit could be?
