Add `S-tests-passed` as counterpart to `S-tests-failed`

The latter is currently added when a merge queue fails. It would also help reviewers if a `S-tests-passed` is added to a PR when `T-linux-wpt` has succeeded. That way, we know that WPT is happy for a particular PR and hopefully speed up code review.
