SATp2 calibration reference plan

Need to build calibration reference plans for SATp2 when it is ready to observe again. Will use the #274 as a base and adjust the filtering rules.

Includes the Moon, Jupiter, and Saturn. Probably want to use the _jupiter_setting ref plans (also have Jupiter rising only and Jupiter both setting and rising just in case) to avoid sun-safety issues with getting the Jupiter scans running.
