Add emission factors for Canada #308
Description
Per the need identified in #167 and discussions at the OpEnMod Workshop about challenges with data availability in Canada, it may be worth adding emissions factor data from Statistics Canada into OGE. We already have this data as part of a separate repo but it might make sense to integrate it here.
