移除了 .b3-tooltips 的三角形，跟 .tooltip 的样式保持一致
修改了 .b3-tooltips 的渐变和 .tooltip 的动画（参考了 Notion 和 Obsidian 的效果，使用 500ms 延迟、100ms 持续时间），解决：鼠标悬停再出现提示 #13642
文档树的延迟设置为 200ms，连续查看文档信息时不用等太久
