Support conventional commits

This feature would allow to have clean history.
We already using this technique in several projects: https://github.com/wemake-services/remark-lint-are-links-valid/blob/master/package.json

We also need to:

1. check commit messages during commit itself and during ci build
2. we also need to generate changelog for all existing packages based on these commits
