BLD: Reintroduce OpenAstronomy publish workflow but have exclude LFS files in MANIFEST.in

As pointed out in OpenAstronomy/github-actions-workflows#168 , MANIFEST.in should exclude LFS files. Then we can revert #190 . But given this is such a simple package, not sure if we even need OpenAstronomy. Still, it is good practice to clean up the manifest regardless. Not sure if I will ever have time to get back to this though.
