Add confirm sponsors task

Currently we have "Organise sponsor perks at the SR2025 competition" as a task, but we don't have a task for the sponsors actually being confirmed. This would be a good deadline to have and a useful dependency for tasks like the t-shirt, booklet, banner, etc.
